Cardul de salarii nu e obligatoriu, dar e util

Încasarea salariului pe card a devenit mai mult o regulă decât o obligaţie, atât pentru companiile private, cât şi pentru cele de stat. Utilizarea cardului aduce beneficii şi angajatorilor, care sunt scutiţi de problema manipulării unor cantităţi mari de numerar, şi utilizatorilor: securitate, efectuarea rapidă de plăţi la comercianţi în ţară sau străinătate şi alte servicii suplimentare, precum descoperitul de cont.
Problema plăţii salariilor pe card a revenit în atenţia publică odată cu o recentă decizie a Curţii Constituţionale, adoptată la iniţiativa Avocatului Poporului, potrivit căreia plata drepturilor salariale prin intermediul cardurilor bancare încalcă două componente ale dreptului de proprietate: posesia şi folosinţa.

Băncile sunt nevoite să restructureze tot mai multe împrumuturi ai căror beneficiari se află în incapacitate temporară sau definitivă de plată. În acest fel, clienţii nu mai ajung la Biroul de Credit sau în situaţia de a plăti penalizări de întârziere, în timp ce băncile evită costurile suplimentare cu impunerea de garanţii (provizioane) suplimentare, care le afectează serios profiturile. Mai nou, unele bănci îşi premiază clienţii care-şi plătesc la timp ratele, în timp ce altele se asigură că valoarea garanţiilor acoperă potenţialele pierderi.
