Federal regulators say higher electricity rates in New York last year were not triggered by market manipulation. A yearlong investigation by the Federal Energy Regulatory Commission found that routing irregularities caused systematic energy pricing problems in New York, the Midwest and Mid-Atlantic markets in 2008.
